Bell Helicopter, in pursuit of total improvement, has a supplier rating system in place called SPIRIT, Supplier Performance Rating and Incentive Team. SPIRIT is designed to simultaneously promote schedule and quality awareness. It tracks non-productive costs for supplier non-compliance to quality and schedule and uses past performance as an indicator of future performance. SPIRIT estimates the true cost of a supplier's bid and allows award of contracts based on best value. The performance of a supplier is expressed in terms of a Supplier Performance Index (SPI). The SPI is a ratio of suppliers non-productive costs as compared to the purchase cost of the materials. See below.

The ideal SPI is 1.00. Each supplier is grouped as to the commodity or material submitted and compared with like suppliers. For example, casting suppliers will be compared with other casting suppliers. The resulting data will be used in the source selection process.
